Upgrade Elasticsearch to supported version

Pixie cloud's current elasticsearch version is quite old. We should upgrade to one of the LTS versions (8.x) in order to make the future maintenance of it easier. Upgrading from 7.6.x requires upgrading to 7.17 first before upgrading to an 8.x release (docs).

The other option is to deploy a new 8.12.x cluster and reindex from the previous cluster (docs).
