Replace arcanist with a support linting tool

Arcanist was declared unmaintained as of July 2021. The project has kept up with a few fixes over the years, but the Ubuntu 24.04 upgrade (#1885) has shown that we need to patch things ourselves in the meantime.

We need to migrate our linting to an actively maintained tool. Further research needs to be done on alternatives, but https://github.com/oxsecurity/megalinter is an alternative that should be considered.
