Improve the stability of the `grpc_trace_bpf_test`

The grpc_trace_bpf_test has a <90% pass rate in CI and there's been an increase in flakiness as of lately. The PyGRPCTraceTest.VerifyTraceRecords and SecurityModeTest/GRPCTraceTest.CaptureRPCTraceRecord checks seem to be causing the flakiness and would be a good place to start looking into this issue. The test is currently still enabled and needs to be investigated to determine the cause.
