Installation Fail : stuck at Finalizing

I'm on Iphone XS Max,256 GB, iOS : 13.3.1, Non-Jailbroken

Same issue just happened for me. I'm also on 13.3.1 Beta 1. I'm going to try downgrading to 13.3 and see if that resolves it. I'll update this comment after I test.

I downgraded from 13.3.1 to 13.3 and the installation was successful.
