Pixelfed is not recognised as a PWA by Chromium browsers

Both #1646 and #2344 say that Pixelfed is already a PWA, but the Pixelfed instance I use (https://pixelfed.social) is not detected as a PWA. Others are having this issue too.

pixelfed has been installable on firefox for android, but after looking into it, it seems that chromium-based browsers expect something else which seems missing. i'll look into it further

i think i narrowed it down -- there is no service worker being detected. you can "Add to home screen" as a web app, but you cannot "Install" as a web app
