composer require not working on craft 3

Hi, I tried to composer require the plugin, but it didn't work.

My craft version is "craftcms/cms": "3.0.17.1"

Composer version is 1.6.5

PHP version 7.1.17

The system is using amazon linux v1.

And is that possible to set user permission to the folder they created based on the username?
