Felicity wants to assign a Tracker user as an owner of an action item

As Felicity I want the ability to optionally add an owner to an action item and have it be assigned to them in Tracker So the team can track progress more effectively

ACCEPTANCE

GIVEN I am Felicity AND I have setup Tracker integration WHEN I add an action item AND I assign it to an owner THEN it is added to the relevant Tracker project as a chore AND assigned to the right person in Tracker

• UI changes to bring adding an Action item into view at all times So that Felicity can add an action item without leaving the discussion flow
