SPDX license identifier for reporting

SPDX license identifier should be used for license reporting. This will make it easier to automate results, especially across tools.

Hello there, This PR should fix the problem once it gets approved https://github.com/pivotal/LicenseFinder/pull/876

The CI build fails for some reasons not linked to the changes made so I'm waiting for @xtreme-shane-lattanzio and the repo maintainer before proceeding. But Hope It can be merged soon !

once merged, you'll just have to use the option --use_spdx_id to have the report with the spdx identifiers instead of random licenses names

As #876 is merged I guess you could close this. However, the new --use_spdx_licenses flag isn't documented in the README. Also, I was a bit surprised to find out I can't seem to use the SPDX name in the decision file.
