Wii Party (USA/PAL) - Black Screens on Japanese vWii

Doing this for a friend who doesn't have a GitHub account. (I don't have much knowledge on this stuff in particular.)

Does not work on 3.0.1 and 3.1.7. Wii Party japanese version does work, he tried to change the region on other versions but it doesn't work.

Adding video mode patching does not work.
