Add ability to disable project

What would you like to be added: Add ability to disable projects on WebUI and so on.

Why is this needed: Currently, we can't do a soft delete of projects. We need to manage projects when they leave.

This issue is stale because it has been open 180 days with no activity. Remove stale label or comment or this will be closed in 7 days.
