Improve the RTP package

This is a tracking issue for this repo. Currently, the RTP package has the following issues with the code:

  1. [x] Upgrade the lint: see https://github.com/pion/.goassets/pull/220 https://github.com/pion/rtp/pull/289
  2. [ ] Missing test coverage in critical areas.
  3. [ ] Code needs refactor or / and missing documentation for some parts of the code or areas that are ambiguous (and need review).

I'm going to fix all the issues in separate PRs.
