Add IPv6 Integration Tests

Currently GitHub Actions doesn't support IPv6 so we can't add these tests.

I just spent the last two days fixing IPv6 related issues. e0db6d259e9f7690d3b84a1db56644977204d9eb and fb4760c37be8deb5f21e664bd42bbd6bd88b8e50, but I don't have confidence that they will stay fixed.

GitHub has closed as WONTFIX https://github.com/actions/virtual-environments/issues/668 so maybe we need to run our ice tests on a 3rd party provider?
