I think I've found something that could point to the bug. When you save/configure the step, it seems to check the config with [DeviceConfiguration](https://github.com/eclipse/kapua/blob/develop/service/device/management/configuration/api/src/main/java/org/eclipse/kapua/service/device/management/configuration/DeviceConfiguration.java) class. I've found the same issue. Running some performance analysis it turned out it was the cause of the delay was a token search in the ATHT_ACCESS_TOKEN table in H2 database....
