feat: Added datadoc tags functionality and search filtering

This PR implements tags for datadocs similarly to how they are implemented for tables. It allows tags to be assigned to datadocs and adds the ability to filter a datadoc search by these tags.

Unfortunately, I had resolved all these comments but just ran into a git issue which apparently cleared the progress. I will redo this and push again, just disregard the most recent push for now (UPDATE: fixed)
