Internal: run Algolia crawler on every PR merge

In order to keep the docs search up-to-date, we should re-crawl the site after every PR merge. There's a GitHub Action to do that. This PR enables that Action. I've also added the necessary secrets to our repo settings. Hopefully this works? 🤞 (Not sure if there's any way to test aside from merging the PR, so once CI passes I'll merge this and then log on to Algolia to see if a new crawl was kicked off.)
