Feature request: Allow specifying users and ACLs declaratively

Since ntfy already has a module for [configuring it in NixOS](https://github.com/NixOS/nixpkgs/blob/nixos-unstable/nixos/modules/services/misc/ntfy-sh.nix), I can offer to extend that with ACL settings upstream when this issue is implemented.
