Automate Wonderful build for GitHub Actions

Because of unreliability of devkitPro pacman on my home PC, I added support for asie's Wonderful Toolchain in #54. The Actions workflow still uses devkitARM because the Docker image was unaffected. Investigate how to make Actions use Wonderful Toolchain, either alongside devkitARM or instead of it.
