Enable inter-output window management

Currently, everything related to window management is limited to within any given output. Dragging windows to other outputs will not update their tags, and there's nothing in the API to move windows to other outputs.

Goals:

  • [ ] Make dragging windows to other outputs update tags
  • [ ] Add moving windows to other outputs to the API
