当只有一个tikv一个TiFlash节点时，缩容TiFlash组件报错，提示信息如下：

1. What did you do? 当只有一个TiFlash节点时，缩容TiFlash组件报错，提示信息如下： [PD:core:ErrStoresNotEnough]can not remove store 68 since the number of up stores would be 1 while need 3

使用tiup cluster scale-in也报相同的错误。这个控制不是TiKV的么？

tiup cluster scale-in '1.1.1.1:9000'; 移除tiflash

4. What did you see instead?

tikv的配置不应该影响tiflash

5. What version of TiUP are you using (tiup --version)?
