prometheus is not started after upgrade from 5.1.4 to 6.15 in arm env

1. What did you do? arm env install 5.1.4 tidb cluster and then upgrade it to 6.1.5 after upgrade check status of this cluster

2. What did you expect to see?

all components are normal

3. What did you see instead? Prometheus is not started when tiup response "upgrade successfully"

this issue only exist in arm env 4. What version of TiUP are you using (tiup --version)?
