When scale-in a node by tiup, the dashboard still retains the information of the node

tiup cluster scale-in tidb-cluster -N XX

  1. What did you expect to see? the node offline and disappear in dashboard

  2. What did you see instead? The node still exists in the dashboard, and the status is inaccessible, this information is easy to mislead customers

fixed by #2011 released on v1.10.3
