Tiup support ctl component on platform darwin/arm64

Related to issue #1584. I use m1 as the daily development machine and need to use 'tiup playground' for quick deployment and testing. I found 'tiup playground' support tidb/tikv/ticdc/pd component on m1, but failed to support ctl component which is used to control cdc changefeed.

Describe the feature you'd like:

Support ctl component on m1

Why the featue is needed:

Although m1 is not the production environment for deploying tidb cluster, it will be friendly to m1 users if we support quick playground deployment and debugging locally instead of using a remote linux environment.

it is any plans to support ctl componet as well as tidb version berfore 5.x on m1?

Got the same issue:

The component `ctl` version  is not installed; downloading from repository.
Failed to start component `ctl`
Error: component ctl doesn't support platform darwin/arm64

Is there any plan to add support for mac m1?
