The result of tiup fio is always pass, and the test parameters are fixed, which is not suitable for most environments

Open fio parameters to make fio results more credible

This is a big feature and may need to refactor the whole fio check logic, and need more cross team discussion before a final design. Add to Next milestone for future discussion.
