[feature]Support skip the function "checkValueNotNull" of check value not null by job configuration

I did know that my data is not empty,I hope I can process the data more efficiently,but the function checkValueNotNULL consumes a lot of my time and resources,there might be a way to skip it, by way of initial configuration.
