inject tikv failure, pitr has inconsistent results

1. Minimal reproduce step (Required)
- start pitr with table filter
- inject tikv pod failure 10min. duiring this failure, pitr would fail
- restart pitr
- pitr could success but data was inconsistent.
backup log has these operations:
- create table
index_Data2_v2 - drop table
index_Data2 - rename table
index_Data2_v2toindex_Data2

no table index_Data2_v2
3. What did you see instead (Required)
table index_Data2_v2 in restore mode
