why not seperate this component as a repo?
This component has an in-depth relationship with tidb. it is in developing.
Could you please also related it to DDL resource manager issue or feature to be a trace what we have done or are doing for resource manager feature. Ok I have seen the https://github.com/pingcap/tidb/issues/38025, has recorded in this. cool!
