talent-plan Rust: Create tests and code for scan

Scan is important in our kv, in our training course, I intended to create code and test for scan from project1 to project4.

Because user copy all files in tests directory in our tests, our tests for scan should be in a test_scan.rs in test/ directory. And text description in project.md for the project should be modify.

You should make branches for the course makers, the editors, the viewers, and the lesson makers, editors, viewers, etc.

@Edm571 the projects for the rust course are linked from the lesson plan. The three separate courses in this repo are linked from the readme.

Can you say more about your suggestion to use branches for the different groups of people, e.g. what aspects of the workflow it would improve?

If you are finding the organization of this repository confusing can you file a separate issue on it?
