Can store-limit be set in configuration file?

File: /master/configure-store-limit.md From this doc, store limit can only be changed in pd-ctl. It is not clear if this parameter can be set in configuration file or not. This raises unnecessary questions as this contradicts to common sense. If it cannot be set in configuration file, please add a statement here explicitly, also it would be nice to explain why.

Thanks for the feedback. The key of storelimit control is the store id, and obviously pd has no way of knowing the store id in advance
