Add AppConf

Not sure if we should add this or not as a lot of apps don't require settings. Though it might be easier to remove than to add.

Or perhaps the right thing is to create a new starter app that has settings.

It does appear that django-appconf is being maintained now, although the docs themselves don't reflect that. Can this issue be closed, or still ongoing? https://github.com/django-compressor/django-appconf
