Don't pass noerror into the python code; that's handled in elisp

This addresses pinard/Pymacs#46 - the signature for pymacs_load_helper didn't agree between Python and Elisp

Can you consider merging this? I just ran into this bug in a new install, and then.. weirdly .. realized I'd sent the the PR to fix it. 6 months is a long time for this to sit idle, though.

I ran into this too. This fix ought to be in the official repository.
