Drafts respect time elasped setting

In Drafts you can set the time that must elapse before a new draft is created. Your new action does not respect that setting - each time the actioin is invoked it adds highlighted text to a newly created draft.

A use case that I think is important to consider is taking notes extracted from different web pages - or different parts of the same page and adding them to the same draft. The PopClip action does not support that use case, even if the Drafts setting directs that a new draft not be created for some time, say 30 minutes.

If you can modify the PopClip action to conform to the Drafts setting - that is, append to whatever draft is active, I think you would create a more useful function.
