Fan card, only show space for fan speed when on

Is your feature request related to a problem? Please describe. For a fan that allows fan speed the card adds blank space for the fan speed controller UI even when the device is off.

Describe the solution you'd like When the device is off the area for the fan speed controller is collapsed. When it is turned on the area then expands showing the speed controller.

Perhaps an alternative would be to allow the fan speed controller to turn on the fan? That would be an intuitive use of the space for me.

Right now, when you click on the fan speed while off, it turns it on to that speed. Screencast from 07-01-2022 11:45:58 AM.webm There is also a "Collapse controls when off" option. image Please consider closing this issue, as it has been addressed.
