Educational theme: megathread

This issue is to document all work to be done on the educational theme.

Right now, the tagging scheme is a mess, so most of the work will be tagging-scheme related.

  • [x] Ping the JOSM-maintainers after 2022-08-10
  • [ ] Work out a working tagging scheme. An attempt was made here

School type question seems to be missing for schools without existing type. Would likely be resolved by this issue.
