Adding nearby image while uploading

This seems to cause problems:

• start upload of an image to an object (throttle it so it's very very slow)
• click the button to find nearby images and select one.
• your upload finishes and now doesn't get applied, only the selected image from the nearby images module gets added. The uploaded image shows in the ui as 'deleted' and isn't present on the osm object
