The passenger spawns more processes than are allocated to it

I noticed that when we limit Passenger to 2 processes, a larger number is spawned, now 4. I think the limit is not working properly.

Information: FreeBSD 13.2 SERVER_SOFTWARE - nginx 1.24.0, Phusion_Passenger 6.0.17

If I need to provide more information, please let me know what data is needed.

@Xakiadalisabad Are there any other special circumstances? Those two extra processes, when you view them in passenger-status, are they in a normal state or are they in a "shutting down" state? Can you show us the output of passenger-status?
