Provide phrase-cli as deb package

It would be very helpful to be able to install and update phrase-cli on Linux via a package manager. Providing the binary as a deb package could be a first step.

Hi @AndreasBangerl-Zoetis, that's a good idea but we currently don't have immediate plans to support deb packages. For now, the asdf plugin might be the best way to manage phrase-cli installations on Linux https://github.com/phrase/asdf-phrase
