Display 5 latest attention items in main MCP module

The existing attention module should be removed entirely. It should be replaced with a list of the 5 latest attention items in the main MCP module using the events system (may need to submit a PR to the core for the necessary event). The reason for doing so is that segregating these into a separate page reduces their visibility considerably as it requires moderators to make a concerted effort to check the module for open items. This results in items going unnoticed for a considerable amount of time. It only makes sense to provide moderators with a single source where all items in need of attention are aggregated.
