Force client to connect via SSL

Description

MYSQLI_CLIENT_SSL flag must be used to setup SSL connection. For more into, check #833.

Can someone look at this and merge if it's OK? It would help us when upgrading, so we don't need to patch releases.

We would be really happy if this could be merged as we could use auto-update again.
