PECL Windows builds broken since 2021

At https://windows.php.net/downloads/pecl/releases/ibm_db2/

Version 2.0.5 (Dated 3/27/2018) is the latest version that contains a successful build.

After that, the folders only have a "logs" dir with empty log files, except for buildconf-php_ibm_db2-2.0.7-7.1-nts-vc14-x64 that simply has the contents

Rebuilding configure.js
Now run 'configure --help'

I'm not familiar with how the PECL Windows builds work, but there does appear to be builds from pecl.php.net since 2.1.6: i.e. https://pecl.php.net/package/ibm_db2/2.3.0/windows
