Here is the translation of missing `ReflectionClassContant` methods - `ReflectionClassContant::getAttributes()` - `ReflectionClassContant::isEnumCase()` - `ReflectionClassContant::isFinal()`

On voit « migration récente de la documentation de SVN à git » ici : https://github.com/php/doc-fr/blob/ff987aa1adede25eb7075e04410b275049b7e6f3/README.md?plain=1#L97-L98 Ça ne semble plus être récent. Il faudrait supprimer ce paragraphe?
