Extract equals() into Equatable interface

This is related to php-ds/extension#92. The interface description is a bit odd; was trying to keep the existing general structure and language.

Any feedback on this idea? Obviously this would need accompanying work in the extension.

It's definitely the right way to go, was thinking of applying this in 2.0 but could do the same on the existing track too. Would need to do the same in the extension either way.
