Update to Glottolog 4.0

When Glottolog 3.4 is released (~summer), we should revisit the phoible index and possible code changes. Also a good time to finish the ISO code tree traversal look-up.

Glottolog 4.0. is out.

TODO:

  • tests if glottocode is valid (note "abcd1234 follows this patters, but so does b10b1234)": https://glottolog.org/glottolog/glottologinformation)
  • tests if our glottocode is in glottolog
  • grab ISO code (note above)

We should also dump a new version of CLDF because of the various updates to inventories, etc., since we released the website data in Feb 2019.
