when the number of unavailable empoyees is flapping around the threshold for a day, or the trial has multiple visits on that day, a lot of STAFF_INACTIVE_VISIT_SCHEDULE_ITEM notifications are sent.

it is desired to have better filtering to reduce the number of notifications.
