Vim update helper

For users of vim-plug:

• possibly opens a tmux window and runs vim/neovim +PlugUpdate and +PlugClean
• Otherwise installs the shell aliases that do an update on launch
• Can be configured to only do this only once every couple of weeks or when .vimrc changes
