add JSValueToUIColor method

add JSValueToUIColor method.

When I extent Ejecta , I need JSValueToUIColor and I think it's a common feature

And I think color converter tool is a common helper , should not in Source/Ejecta/EJCanvas/2D/ Folder. Maybe Source/Ejecta/ Folder is a better place.
