Low FPS

What server is needed to run this setup? I'm currently running it on an Intel(R) Xeon(R) CPU E3-1231 v3 @ 3.40GHz but I'm only getting around 15fps.

I even tried http://www.initializr.com/try as a target which is basically empty. There it starts at 150 FPS and goes down to 15 after ~20 seconds.

Is there anything I could do to keep it at 30 fps?
