Cache keys should take added query params into account

I would approve this, seems to be an oversight to not cache the query params with the key

Ocelot crashes if there are same-named Catch-Alls e.g. `foo/{bar}/{bar}`

Should probably be fixed in the initial reroute validators.

@ChrisSwinchatt I believe my in progress work on #737 already resolves this. I will add this test before merge to verify before I merge it in.
