Getting unknown error

I have installed the scrapper as per the instructions and when I run the following command I get unknown error message

youtube-comment-scraper -f json --outputFile C:\comments11.json 62PKuCrxDSo

I keep getting CommandNotFoundException. 'youtube-comment-scraper' is not recognized as an internal or external command, operable program or batch file.

any clues? OS is windows 10
