Update dependency bootloader

The bootloader crate has been updated to version 0.9.0. This crate should be used starting with the second blog post.

Thanks for opening this issue and sorry for not replying earlier. I agree that we should use the latest bootloader version for the blog, I just didn't have the time to do the update yet.

edition 2 uses 0.9.8, so this can be closed
