【feature request】 could we have different toolbar for edit/non-edit mode?

when we have a tool bar always on, usually I would like to have some global command like search, create new note, etc. And when we are editing the note, we would like to have tool bar which contains header, bullet list, todo list etc. I think it would be of great help if we could differentiate these two situation~
